Golder is seeking an Air Quality Project Manager to join our Houston, TX office.

Responsibilities of the role will include:

  • Lead project teams while providing technical leadership on large projects

  • Develop regulatory strategies to meet client objectives

  • Complete air permitting applications, air emissions estimates, dispersion modeling, and regulatory interpretation

  • Provide senior review and technical guidance related to air permitting, air emissions estimation, dispersion modeling, and regulatory interpretation internally to air quality team and externally to clients.

  • Participate in compliance audits and meetings with regulatory agencies; review technical reports

  • Write air consulting proposals and support client development

  • Provide input into regional and national air quality program development

Required:

  • Bachelor’s degree in Environmental Engineering or related field

  • Ten or more years of related experience in air consulting related fields – air permitting, air emissions, dispersion modelling, compliance audits, regulatory interpretation, agency negotiations, expert testimony

  • Excellent client management and project management skills

  • Knowledge of New Source Review regulations, New Source Performance Standards, Prevention of Significant Deterioration, Title V permitting, and Federal MACT standards

  • Knowledge of air quality regulations and air modeling procedures based on USEPA and international guidelines, such as those developed by the World Bank and International Finance Corporation

  • Ability to participate in negotiations with regulatory agencies

  • Ability to lead complex air consulting proposal efforts and to review technical reports

  • Strong demonstrated written communication skills

  • Strong verbal communication skills including formal presentations, client meetings and leading team meetings

Desired:

  • PE license

  • Master’s degree in Environmental Engineering or related field
